Outbound Rule Not Working?

If the international outbound call rule is still not allowing users to dial out, consider adding a value of '00' to the Calls to Numbers Starting with Prefix field.

Additionally, if you have added a plus sign to the Calls to Numbers Starting with Prefix field or Prepend field, consider removing it in order for calls to function.
