Telecom Compliance: Key Things to Know for IT & MSP's (and your end customers)...

We know telecom is not the first thing you think about when you use the word "compliance" a technology, IT, or Managed Services Provider. However, it is important to understand that things are coming down that ultimately does affect you in one shape or another. 

What's the major push for all of these new changes?

Fraudulent calls and text messages. This topic can expand to robo dialing, blast messaging and how these are use to scam people. It can surely expand to new AI based technology too.

Global Trend and Push for Sender ID Registration is starting to become the rule rather than the exception

Across the board, regulators and telecom operators are tightening rules around Alphanumeric Sender IDs. The goal? To crack down on spam and spoofing while making it easier for consumers to trust the messages they receive.

Here’s where new Sender ID registration rules are going into effect:

  • Czech Republic: Blocking of unregistered IDs and long codes begins July 14, 2025.
  • Ireland: Major changes are coming in two phases—July 3, 2025 (unregistered IDs labeled “Likely Scam”) and October 1, 2025 (unregistered messages blocked entirely).
  • Qatar: Starting August 11, 2025, unregistered Alphanumeric Sender IDs and international long codes will be blocked.
  • Tanzania: Blocking of unregistered IDs and long codes begins June 16, 2025.
  • Verify (OTPs to Ireland): From July 1, 2025, unregistered IDs could be blocked

What to do: If you’re sending SMS traffic to any of these countries, register your Sender IDs now. Many countries require Know Your Customer (KYC) details and documents, and approval can take up to 21 business days—so don’t wait.

Brazil, Ireland, and Belgium: New Requirements for Phone Number Purchases

Due to new regulations aimed at protecting against rising scam traffic, new KYC requirements are being introduced in Brazil, Ireland, and Belgium:

  • Brazil: As of April 4, 2025, all phone numbers must be linked to an approved Regulatory Compliance (RC) Bundle. Any Brazilian numbers not linked to an approved RC Bundle will be reclaimed beginning June 2025.

  • Ireland: Starting May 6, 2025, customers must submit and receive approval for an Irish Regulatory Compliance (RC) Bundle before purchasing local numbers.

  • Belgium: All mobile numbers must be tied to verified customer information by May 21, 2025, or they risk being reclaimed by May 31, 2025.

What to do: Before purchasing new Brazilian or Irish numbers—or if you're managing existing Belgian mobile numbers—make sure the required Regulatory Compliance (RC) Bundles are approved. This helps prevent delays, errors, or loss of access to your numbers.

U.S. Voice Traffic: FCC & KYC (Know Your Customer) 
  • A new requirement to validate all business registration for communications accounts
    • If your voice carrier / calling plan provider has not already, expect them to come to you and your end customers for any UCaaS, CCaaS, or voice/sms enabled service to provide business information such as Registration, Tax ID, addresses where your business operates, and other information to attach to all phone numbers on your account. 
    • If you are your own carrier working billing or re-billing for calling plans, you will be required to collect this information from your end customers.
  • A new requirement to categorize and identify how you are utilizing communications services
    • Similarly, the your providers will need to understanding how you are using your services and categorize that depending on what type of business you are and how you operate
    • Same clarity will need to be collected if you are billing or re-billing for calling plans
  • A new requirement to respond to a "traceback" request within 24 hours or receipt. 
    • A traceback usually starts off as a fraud or law enforcement inquiry that is then submitted downstream to all carriers that processed a call or message
  • A new requirement to block illegal traffic
    • Carriers must block voice / message traffic upon FCC notification
  • A new requirement to knowing your upstream provider
    • All intermediate and terminating providers must take steps to know their immediate upstream provider.
  • A new requirement to validate risk and create risk profiles
    • Almost like a credit score to when you attempt to take out a loan or credit card, a risk determination / profile must be created for all customers who are currently or prospectively opening accounts to utilize voice / messaging services and all risky categorizations will require more due diligence or services must be suspended / terminated. 

Changes we suspect are coming in the future:

  • Outbound caller ID will likely be restricted to numbers you own / control on your own account. Passthrough caller ID of a number you don't control will likely be prohibited or blocked.
  • SMS/MMS messages that are originated from your account will have a similar restriction. 
  • Mobile carriers will block email-to-sms features
